How this list is made
Unlike the other rankings on ApexHierarchy, the Apocalypse tier is flagged by editors and not derived from the scoring formula, because it covers a fixed handful of entities whose power is not comparable with anyone else's. We weigh four things:
- Military and nuclear reach
- Influence over financial systems and currencies
- Authority to set rules that other states follow
- Population, legitimacy and the ability to act across borders
